Dr. Utrzan serves as the President and Chief Executive Officer of Horowitz Health, where he provides strategic leadership and operational oversight for a rapidly growing network of Intensive Residential Treatment Services and Outpatient Mental Health programs. In this role, Dr. Utrzan leverages his clinical and administrative expertise to align internal resources, external partnerships, and service lines with emerging market trends, evidence-based practices, and current standards of care in the treatment of co-occurring mental health and substance use disorders.
Under his leadership, Horowitz Health has expanded its geographic footprint, strengthened its infrastructure, and established robust clinical pathways grounded in measurable outcomes. Dr. Utrzan oversees cross-functional departments including Compliance, Clinical Innovation, Information Technology, and Human Resources. His leadership is defined by a deep commitment to integrated care, health equity, and operational excellence. Prior to joining Horowitz Health, Dr. Utrzan held leadership roles at the Hazelden Betty Ford Foundation, where he served as Manager of Mental Health Services and Interim Psychiatry Administrator for the Midwest Region. In these roles, he was instrumental in redesigning service lines, integrating behavioral health and psychiatry, and implementing data-driven performance metrics. Notably, he led the reconstruction of psychiatry service line into a cohesive, outcomes-focused model of care. Dr. Utrzan earned his master’s degree in marriage and family therapy from Northwestern University and his doctorate in family social science with a specialization in couple and family therapy and a minor in human rights from the University of Minnesota.
He completed a postdoctoral fellowship in Interdisciplinary Research Training in Child and Adolescent Primary Care through the University of Minnesota Medical School’s Division of General Pediatrics and Adolescent Health. He is a Licensed Marriage and Family Therapist in Florida, Minnesota, and Wisconsin, an American Association for Marriage and Family Therapy-Approved Clinical Supervisor, and a Minnesota Board-Approved Supervisor for multiple licensure tracks.
