Elise serves as the Vice President of Compliance at Horowitz Health, where she oversees all regulatory compliance and quality improvement efforts across the organization’s expanding continuum of behavioral health services. In this role, Elise leads the design, implementation, and ongoing refinement of a comprehensive compliance program that ensures alignment with federal, state, and local regulations, including those governing Intensive Residential Treatment Services along with outpatient mental health services.

Elise brings deep expertise in Minnesota’s behavioral health regulatory frameworks, including Minn. Stat. § 245I (i.e., Mental Health), § 245G (i.e., Substance Use Disorder), and § 245F (i.e., Withdrawal Management). Her work includes conducting internal audits, leading risk assessments, maintaining active oversight of policy and procedure development, and driving corrective action initiatives. She collaborates closely with cross-functional leadership teams to promote a culture of compliance, transparency, and continuous quality improvement—ensuring that organizational practices meet or exceed licensing standards and clinical benchmarks. In addition to her compliance leadership, Elise has direct clinical experience, having worked as an Access Clinician and Assessor.

She has provided chemical health evaluations, facilitated group counseling sessions, and supported clients navigating co-occurring mental health and substance use challenges. This clinical foundation informs her compliance work and reinforces her commitment to client-centered, ethical care. Elise holds a bachelor’s degree in human services from Bethel University and an associate’s degree in addiction counseling from Century College. She is a Licensed Alcohol and Drug Counselor in Minnesota.
